The vegetation slope protection water and soil conservation device comprises a plurality of planting grooves formed along the slope surface, a shielding protection mechanism is arranged in each planting groove, and each shielding protection mechanism comprises a mounting cylinder, an annular baffle and a telescopic structure; the mounting cylinder is fixedly arranged on the inner wall of the planting groove in a sleeving manner, and an annular mounting groove is formed in the top of the mounting cylinder; the annular baffle is slidably connected into the annular mounting groove; the telescopic structure comprises a water storage pipe which is parallel to the slope surface, one end of the water storage pipe is communicated with the slope top, and the other end of the water storage pipe is a closed end; the sliding rod is parallel to the central axis of the annular mounting groove, one end of the sliding rod communicates with the bottom of the annular baffle, and the other end of the sliding rod penetrates through the bottom of the planting barrel and then extends into the water storage pipe; the floating bodies are arranged in the water storage pipe and connected with the sliding rods in a one-to-one correspondence mode. By means of the telescopic structure, the lifting process of the annular baffle can be automatically controlled according to weather changes, and protection of vegetation and soil is achieved.
