The invention relates to a tunnel energy-saving lighting system and method combining a self-luminous road surface and lighting lamps. The tunnel energy-saving lighting system comprises the tunnel self-luminous road surface, a plurality of sensing devices, a plurality of lighting devices and a control module. The lighting device is used for lighting the tunnel; the tunnel self-luminous road surface is used for absorbing and storing light energy of the lighting device and emitting light under the condition of no light source; the sensing device is used for detecting the brightness in the tunnel and the brightness of the self-luminous road surface of the tunnel; and the control module is used for controlling the on/off of the lighting device according to the illuminance in the tunnel. Long-time, stable and low-energy-consumption illumination can be provided for the tunnel, the safety of vehicle driving in the tunnel is improved, the working time of the illumination lamp is greatly shortened, and the purposes of energy conservation and emission reduction are achieved.
