The water collecting tank pipe is used for collecting surface water, and the flow dividing pivot is used for dividing rainwater and sewage; by arranging the detection pipe extending to the ground, the matched telescopic belt and the matched valve plate, in non-rainy days, the drainage pipe corresponding to the rainwater pipe is closed all the time, so that sewage can be discharged into the sewage pipe no matter how large the sewage flow is, and in rainy days, the drainage pipe corresponding to the sewage pipe is closed by the valve plate, so that the sewage can be discharged into the sewage pipe even if the rainfall is small. Compared with the prior art that rainwater and sewage are distinguished according to the water volume, the rainwater and sewage distinguishing precision is effectively improved according to the difference between the rainwater flowing path and the sewage flowing path, and then the probability that the sewage flows into the rainwater pipe is reduced.
