The mortar composition according to this invention contains: an oil-in-water type emulsion composition, which contains a (meth)acrylate-based epoxy resin, a polymerizable unsaturated monomer, a curing accelerator, a reactive surfactant and water; a curing agent; and an aggregate. In addition, the method for producing a mortar composition according to this invention includes: a step of obtaining an oil-in-water type emulsion composition by mixing a (meth)acrylate-based epoxy resin, a polymerizable unsaturated monomer, a curing accelerator and a reactive surfactant, and then adding water dropwise so as to effect phase inversion emulsification; and a step of combining and mixing a curing agent and an aggregate with the oil-in-water type emulsion composition.
