The invention consists of a shallow- to moderate-depth foundation shaft (1) comprising a sole plate (3) and a concrete column (5), a cell (6), a vertical drain (11), said assembly being covered by a manhole (12) with a cover (14) that can include a geo-solar mat (15). The shaft is intended to operate as part of a closed network for construction or a resource-sharing network open to the exterior, the assembly providing different functions, such as "recovery and management of rainwater" by means of a vertical water feed pipe (17) or by means of water extraction (30), "seepage of rainwater leak volumes into groundwater" through a vertical drain (11), "production and storage of renewable energy" by means of a geothermal network (25), "production and storage of renewable energy" by means of a geo-solar network (27), as well as control and monitoring of water and energy consumption and characteristics.
