An axis positioning mechanism (21) serving as a rotation bearing of a flap gate includes a housing (24) disposed at the bottom of an opening, a first rotating plate (51) rotationally supported by the housing (24) via a first shaft (41), a second rotating plate (52) rotationally supported by the housing (24) via a second shaft having a different axis from the first shaft (41), and a synchronizing rod (60) rotationally connected to the rotating plates (51) and (52) so as to synchronize the rotations of the rotating plates. The axis positioning mechanism (21) further includes connecting members (71) to (73) rotationally connecting a door base (30) and the rotating plates (51) and (52) with different axes (91) to (93). The door (3) is laid flat with a pivot (20) at a higher position than the axes (91) to (93).
