Provided is a sunshine shielding device capable of reducing the thickness of a shielding material that reflects heat rays.The horizontal blind includes a head box that hangs a lift cords and slats 12 that moves up and down by raising and lowering the lift cord. The slat 12 includes: a base 31 having a convex surface 31a and a concave surface 31b; an infrared reflection layer 33 that reflects infrared rays on the concave surface 31b of the base 31; and a sunlight reflection layer 32 that reflects sunlight on the convex surface 31a. The infrared reflection layer 33 is formed by thermal transfer.
