The determination processing unit 13 determines whether the work machine 3 is operable or inoperable. The alarm processing unit 15 outputs an alarm. The alarm processing unit 15 prohibits the alarm's outputting when it is determined, after the first situation, that the work machine 3 is operable. Further, the alarm processing unit 15 outputs the alarm under the first situation, and continues the alarm's outputting when it is determined, after the first situation, that the work machine 3 is operable. The first situation is defined as a situation in which the work machine 3 is determined to be inoperable, and in which the detection result meets a given condition.
