The apparatus 1 comprises two parts which move relative to each other into open and closed configurations. The apparatus is adapted to form housing suitable for enclosing an end of a bolt 110 when in the closed configuration whilst allowing the shank 120 of the bolt to extend outside the housing. Preferably the two parts are integrally hinged 11 and each comprises a notch that defines a single aperture when the two parts are closed and meet. Also claimed is a method of construction which comprises locating an apparatus which forms a housing around an end of a bolt and casting concrete around the apparatus, such that concrete is substantially prevented from entering the apparatus. The method may also include: locating a bolt relative to a washer plate and locating a sleeve around the bolt and locating a cover plate such that the shank of the bolt extends through an aperture of the cover plate. Also claimed is a housing enclosing the end of a bolt
