A binder composition is disclosed which comprises between 68.7 and 93% by weight cement; between 0 and 20% by weight additional silicate bearing material; and between 4 and 20% by weight gypsum. Preferably the binder composition substantially compromises between 68.7 and 88.7 by weight cement; between 0 and 15% additional silicate bearing material; and between 4 and 20% by weight gypsum. The composition may be used in a construction material in earthworks, highways or footpaths. Also disclosed is a binder composition which comprises between 50 and 80% by weight cement; between 10 and 40% by weight additional silicate bearing material; and between 4 and 20% by weight gypsum, wherein the additional silicate-bearing material includes blast furnace slag.
