A pivot shoe 36 comprises an articulating component 46 rotatably mounted within a body/housing 48 and having a keyway for connecting to a sash window bracket. First and second brake pads 62 mounted for movement between retracted and extended positions upon rotation of component 46 due to tilting of the sash. Brake pads being of resilient material 64, such as rubber, preferably mounted within blocks 66. Brake pads preferably biased into retracted position by leaf spring bending about a fulcrum. Shoe housing preferably has multiple spring balance attachment points for mounting different types of spring balance such as a slot 86 for spiral balance and an arrow shaped slot 106 with an undercut and lip for t-shaped connector of a constant force spring.
