The panel comprises layers of glass fleece 3, mineral wool 1 and polyurethane foam 2. The mineral wool 1 has thermal conductivity coefficient = 0.030-0.038 W/m.K and self-weight load = 0.5-1.5 kN/m3. The foam 2 has thermal conductivity coefficient = 0.010-0.030 W/m.K and the density = 25-100 kg/m3 to 100 kg/m3. The 0.3-2.00 mm thick fleece 3 adheres directly to the mineral wool 1 and has wind barrier properties. The preferred foam 3 includes regular, hexagonal (honeycomb), air slots 4. The preferred panel includes a second mineral wool layer 6, and notches 7 and tongues 8 to allow panels to be locked together. The thermally and acoustically insulating panels are used in the construction industry.
