The system 10 comprises a pair of opposed stepped insulating panels 12 secured in a spaced relationship by ties 14 to define an enclosure 16 such that concrete may be poured into the enclosure to create a monolithic foundation and rising wall. Each panel may be Z shaped. Each panel may comprise an L shaped portion 18 defining the foundation and an upstanding portion 20 defining the rising wall. Each panel may comprise an upright in parallel spaced relationship to the upstanding portion (60, fig7) to define a channel therebetween for receiving concrete. The panels may be polystyrene. An insulating insert 22 may be locatable in the enclosure parallel to the panels. Each tie may define a recess having a releasably retained closure member for receiving the insert. Each tie may have a socket for receiving a reinforcing element. The system may comprise an insulated floor panel comprising an upstanding rim. At least one of the panels may have a port permitting access to the enclosure.
