A means captures positive or negative heat leaving a heat region 24 and returns the heat to the region 24. The means 20 may comprise a heat exchanger (38, Fig. 8) in the form of a skin 20 which may bound part of the region 24. The heat exchanger (38, Fig. 8) may comprise pipework (40, Fig. 8) in a gypsum matrix (42, Fig. 8). A separating layer (32, Fig. 5) may separate the heat exchanger (38, Fig. 8) from the region 24. The region 24 may be part of a building (10, Fig. 1) or a vehicle, and may comprise two parts (241, 242, Fig. 10) where heat is captured from one part and returned to the other part. One part may comprise an effluent container (242, Fig. 10) A heat pump 26 may be connected to the heat exchanger (38, Fig. 8) which may obtain additional heat to supply to the region 24 from the atmosphere external to the region 24 or from a ground source (58, Fig. 11). A heat region 24 and a method of controlling or treating a heat region 24 are also claimed.
