An insulating panel 91 comprising a body formed of an insulating material, at least one air cavity in the body, and a low emissivity layer 96 which forms a surface of the air cavity. The low emissivity layer may be a reflective foil. The body may have a first sheet 92 of insulating material having raised portions 93a, 93b which form at least one side of the cavity. The body may have a second sheet 94 of insulating material having raised portions 95a, 95b positioned on the raised portions of the first sheet. The reflective foil layer may be positioned between the first and second sheets to form air cavities between the reflective foil layer and the first and second sheets. The low emissivity layer may be a metallic coating. The insulating material may be expanded polystyrene. Also claimed is a building construction comprising at least one insulating panel comprising a body formed of an insulating material. The building construction comprises at least one air cavity, and a low emissivity layer, the at least one insulating panel forming and low emissivity layer forming surfaces of the air cavity. The building construction may be a wall or roof.
