A container discharge controller is disclosed, that comprises a valve for retrofitting to a toilet syphon-type flush system. The valve comprises a flexible tube 20 that, during a flush operation, is bent, kinked, or otherwise distorted to prevent or significantly reduce fluid flow, but which resiliently returns to its original shape after a handle 6 or other mechanism to which it is connected is returned to its original position. In its original shape it allows air into the syphon and stops syphon action that is taking place, resulting in a reduced flush. Thus, by holding a flush lever 7 in an activated position a full flush is obtained, whereas by flushing and quickly returning the flush lever 7 to its resting position a partial flush is obtained. The flexible tube 20 may be supported by a supporting bracket 24 and may have a line 26 connected to the flush handle 6 or related mechanism. A later embodiment relates to a method of converting a syphon type toilet to a dual flush toilet.
