The flooring assembly comprises legs 120 mounted to a frame 112, and a plurality of covering panels each comprising a substrate 131 supported by a tray 132, the tray having a mounting region 135 facing towards the frame for attaching the panels, and a support region 137 facing away from the frame, the substrate being mounted in contact with and supported by the tray via the support region, the covering panels comprising exclusively non-combustible materials. The frame, legs and tray may be metal such as aluminium or a metal alloy. The substrate may be ceramic, porcelain, quarry tile, natural stone, structural glass, or glassfibre reinforced concrete. The covering panels may comprise end pieces attachable to each end of the tray. There may be a cementitious mortar between the tray and the substrate. The tray may comprise a barb which mates with at least one shoulder, lip, flange or groove at the frame. The flange may be resiliently deformable. The frame may comprise a sub-frame 116 for supporting the covering panels. The legs may comprise a support plate 121 for supporting the sub frame, a threaded portion 125, and a foot plate 127. The assembly may be used in balconies, decking, terraces or roofs.
