The padlock 10 comprises a lock body 20 with a hook 21, a pivotally mounted locking finger 40, a combination mechanism and a latch 150 movable between a first latch position wherein the finger is held in a closed finger position, and a second latch position wherein the finger is allowed to move to an opened finger position, and a button 50 which, when actuated, causes the latch to move from the first to the second latch position. The finger may have a cutout 45 for the latch tip 151. The combination mechanism may comprise dials and clutches 80 around a spindle 70, wherein when the correct combination is set the button can move the spindle and latch. Preferably, a dual locking mechanism is provided by an overriding key cylinder 60, optionally comprising a slot 64 which receives a wall 42 of the locking finger when the finger is in the opened position, retaining the key in the cylinder. Also claimed is a padlock with a key operated cylinder lock.
