The present invention relates to a noise abatement panel 100 having a rigid frame element 120 with a plurality of strapping elements 122, a sheathing layer 142 (fig.5) formed from a cement board attached to the rigid frame element by the strapping elements and a cover layer 148 (fig.5) provided over the sheathing layer with an aesthetic feature 1021 (fig.10B). The cover layer may include a silicon based anti-graffiti coating. The aesthetic feature may include a tactile feature mimicking brick, stone, wood, rock, bush, hedge, hillside, flower or other natural material. The panel may include a mesh coating layer 150 comprising fibreglass. Also disclosed is a method of producing a sound barrier wall panel including a weather barrier 146, and a sound dampening wall comprising a door 128 and/or window.
