A flushing apparatus for a siphon discharge cistern arrangeable in use to initiate siphonic discharge from the cistern in response to activation of a flush initiation mechanism, the apparatus comprising a lever arm 2 connected to a return float 3 and a counterbalance 1, wherein the lever arm is movable about a pivot (9, fig 2) and connectable to a siphon at a first side of the pivot with the float and counterbalance at a second side of the pivot, and wherein the lever arm is movable by the flush initiation mechanism about the pivot from a resting position to a flushing position to thereby operate a siphon, wherein the return float provides a buoyancy force against the moment of the counterbalance to return the lever arm to the resting position after siphonic discharge and wherein in the resting position a combined moment of the counterbalance and the return float about the pivot enables a force required to move the lever arm to be within the range of activation of the flush initiation mechanism.
