PROBLEM TO BE SOLVED: To provide a traffic management server, an on-vehicle terminal device, and a traffic management system that can perform traffic management while preventing the occurrence of unnecessary radio communication not contributing to an advance of a mine transportation vehicle under a situation of the transportation vehicle being in a queue.SOLUTION: A traffic management server comprises: an operation mode determination unit 311b for determining whether or not it is necessary to switch an operation mode to perform section setting processing to set an areas as a travel permission section for each of a plurality of transportation vehicles between a two-way mode in which when receiving a request information transmitted by an on-vehicle terminal device, the server performs processing and transmits response information and a push mode in which without receiving request information, a travel permission section setting unit performs section setting processing for one transportation vehicle included in the plurality of transportation vehicles to set a new travel permission section, and generates and transmits travel permission information indicating the new travel permission section; and an operation mode switching unit 311c for performing switching processing of the operation mode according to the determination result.
【課題】鉱山向け運搬車両が待ち行列に並んだ状況下でも自車両の前進に寄与しない不要な無線通信の発生を抑止しつつ運行管理が行える運行管理サーバ、車載端末装置、及び運行管理システムを提供する。【解決手段】複数の運搬車両の其々に対して走行許可区間として設定するための区間設定処理を実行する動作モードを、車載端末装置から送信された要求情報を受信すると実行し応答情報を送信する双方向モードと、走行許可区間設定部が要求情報を受信することなく複数の運搬車両に含まれる一の運搬車両に対する区間設定処理を実行して新たな走行許可区間の設定し、その新たな走行許可区間を示す走行許可情報の生成を行い送信するプッシュモードと、の切替の要否を判定する動作モード判定部311bと、判定結果に従って動作モードの切替処理を実行する動作モード切替部311cと、を備える。【選択図】図3
