PROBLEM TO BE SOLVED: To provide a cooling or heating panel difficult to cause an irregular state in an indoor temperature environment.SOLUTION: This invention comprises: a panel main body 50 having a plurality of main flow passages 50A formed in parallel to each other; a first end cap 51 arranged at one end of the panel main body 50 and formed with a first flow passage communicating with one end opening of each of the plurality of main flow passages 50A; a second end cap 52 arranged at the other end of the panel main body 50 and formed with a second flow passage 52A communicating with the other end opening of each of the plurality of main flow passages 50A; a heat medium introduction tube connected to the first end cap 51 to introduce cold water into the first flow passage; and a heat medium discharge tube connected to the second end cap 52 to discharge water fed into the second flow passage 52A.
