PROBLEM TO BE SOLVED: To provide a cement dispersant composition which can ensure proper workability and can exhibit excellent initial fluidity, and to provide a cement composition which contains the cement dispersant composition.SOLUTION: The cement dispersant composition contains: 100 pts. mass of a polycarboxylic acid-based copolymer (A) which contains a specific unsaturated polyalkylene glycol-based monomer (a)-derived structural unit (I) and another specific unsaturated carboxylic acid-based monomer (b)-derived structural unit (II); and 10-300 pts. mass of a compound (B) having an acid group and an aromatic ring structure (on condition that a nitrogen atom or a sulfur atom is substituted for a part of carbon atoms constituting the aromatic ring structure). A ratio of a peak area of the compound (B) having 2,500 or lower mass-average molecular weight to the total peak area of the compound (B) is 75% or higher when measured by a gel permeation chromatography (GPC).SELECTED DRAWING: Figure 1
