PROBLEM TO BE SOLVED: To provide a controller for a mechanical parking device, the mechanical parking device, a control method and a control program that efficiently curtail time needed for vehicle entry/exit, without reducing the number of vehicles that may be accommodated.SOLUTION: A controller for a mechanical parking device includes: a setting part 41 that sets, as an operation-prohibited shelf that prohibits movement of a palette, at least one of storage shelves disposed outside of a transport guaranteed range that includes a storage shelf provided with a lift among a plurality of storage shelves and a storage shelf on at least one shortest route that enables a palette having a vehicle mounted thereon to be transported between a time of entry of the vehicle and a time of exit, when a setting is detected that sets aside a palette that is not moved; and a movement control part 42 that moves the palette using a storage shelf other than the operation-prohibited shelf set by the setting part 41.SELECTED DRAWING: Figure 2
