PROBLEM TO BE SOLVED: To provide a revolving hydraulic work machine capable of driving an upper revolving body regardless of an inclined state.SOLUTION: A revolving hydraulic work machine comprises: a hydraulic pump 32; a revolving motor 36, which is connected to the hydraulic pump 32; a slewing control valve 42; a specific actuator 26, which is connected to the hydraulic pump 32; an actuator control valve 40, which is subject to an actuator operation; an actuator operating apparatus 50; revolving direction detectors 62A, 62B, which detect revolving direction of the upper revolving body; an inclination detector 64, which detects the inclination of the upper revolving body; and a control system. The control system comprises: base control parts 68, 70, which change opening of the actuator control valve 40 depending on the actuator operation; and an actuator flow limiting part 70, which further limits the actuator flow with the increase of an inclination angle when the rotation direction is hill-climbing direction.SELECTED DRAWING: Figure 2
