PROBLEM TO BE SOLVED: To provide a vibration control device capable of efficiently damping vibrations of a building and being inexpensively configured in a small size, and a vibration control system.SOLUTION: In vibration control devices 1A and 1B that are interposed between two relatively-displaceable members (e.g. between a Y-shaped brace Br1 and a column P or between upper and lower brace members Br2a and Br2b) of a building BL, a damping part 10 having axial damping characteristics across the two members, and an axially-variable part 20 for making at least one of axial rigidity and length variable are connected to each other in series.SELECTED DRAWING: Figure 2
