PROBLEM TO BE SOLVED: To provide a frame body and a building capable of restraining damage, and capable of further improving structural performance.SOLUTION: A frame body comprises first-fourth diagonal members 11,12,13,14 of extending to an intermediate part of the other column C from an upper end part or a lower end part of one of left-right columns C1 and C2 and first-fourth connection members 21,22,23,24 for connecting the other end part of the first-fourth diagonal members 11,12,13,14 and the intermediate part of the columns C1,C2, and the first-fourth connection members 21,22,23,24 comprise damping means for exhibiting damping force by the relative movement between the other end of respectively connecting diagonal members and the columns C1, C2.SELECTED DRAWING: Figure 1
