PROBLEM TO BE SOLVED: To provide a heat insulating panel with improved surface fire resistance, improved adhesion to wallpaper as a finishing material, plaster and diatomaceous earth coating without increasing the thickness, and with surface smoothness.SOLUTION: We have found that this problem can be solved by using a high density inorganic fiber material as a member for accommodating the vacuum heat insulating material.SELECTED DRAWING: Figure 1
