PROBLEM TO BE SOLVED: To transmit an axial force transmitted from a diagonal column and a brace to a lower floor side, while suppressing buckling of the web of an H-shaped steel beam.SOLUTION: A steel column-beam frame consisting of a steel pipe column 21MK and a beam 22M is formed by connecting the steel pipe column 21MK to the beam 22M, and tabular steel materials 101, 102 are linearly welded to an inner peripheral side face of the steel pipe column 21MK and to both side surfaces of the web 71 of a beam end part 22Ma of the beam 22M.SELECTED DRAWING: Figure 5
