To provide a prediction apparatus, a prediction system, a prediction method, and a program for predicting a safety characteristic of a slope using a predicted value of rainfall.SOLUTION: A prediction apparatus 10 is comprised of: a first calculation unit 11 that calculates a relational expression between an amount of water and an amount of rainfall based on an actually measured value of a moisture content of a soil constituting a slope and an actually measured value of a rainfall on the slope; and a second calculating unit 12 that calculates a predicted value of an index indicating a safety characteristic of the slope based on the calculated relational expression and a rainfall estimated value on the slope.SELECTED DRAWING: Figure 1
