To provide a sandbag layer structure capable of properly maintaining durability, fire resistance, water shutoff property and shielding property for a long period.SOLUTION: A sandbag layer structure 1 constituted of stacked sand bags 21 comprises: a sandbag portion 2 constituted of the stacked sand bags 21; and a mortar portion 3 covering a surface of the sandbag portion 2. The sandbag portion 2 is constructed on a ground 11. The mortar portion 3 includes a sandbag covering portion 31 covering the sandbag portion 2 and a ground covering portion 32 covering a surface of a ground 11 continuous from the ground 11 on which the sandbag portion 2 is constructed.
