To provide a seismic isolation damper and a seismic isolation system, which excel in placement performance while coping with a large displacement.SOLUTION: A seismic isolation damper 2 comprises: a first attachment shaft 6A provided on a seismic isolation structure 3; a second attachment shaft 6B provided on a non-seismic isolation structure 4; a link mechanism formed of a plurality of arms 7A, 7B connected rotatably to each other, and having one end that is rotatably connected to the first attachment shaft 6A and the other end that is rotatably connected to the second attachment shaft 6B; and a damping mechanism 9 to which any of the plurality of arms 7A, 7B is connected and in which a flywheel 14 having the rotation axis parallel to each rotation axis of the link mechanism is rotated by the operation of the link mechanism to generate damping force.SELECTED DRAWING: Figure 2
