To provide a construction method and a structure for preventing exfoliation due to strength degradation of a structure.SOLUTION: The exfoliation prevention structure of the present invention includes a cement hardened body structure 200, a first adhesive layer 410 provided on the surface of the cement hardened body structure 200, a reinforcing layer 450 constituted of a net-like sheet laminated on the first adhesive layer 410, a second adhesive layer 420 laminated on the reinforcing layer 450, and a protective sheet 300 laminated on the second adhesive layer 420. The protective sheet 300 includes a resin layer 310 and a carbon film 350, and the first adhesive layer 410 and the second adhesive layer 420 are integrally hardened through a mesh 455 of the net-like sheet.SELECTED DRAWING: Figure 1
