To provide a soil improver that inhibits or avoids a curing failure of gel material due to the use environment and is excellent in gel material, gel material strength and corrosion inhibition ability and use thereof.SOLUTION: A soil improver composition contains (A) a vinyl unsaturated monomer or a salt thereof, (B) an organic peroxide, and (C) water. The (B) organic peroxide is a hydroperoxide, and the composition further contains (D) a reductant. The total amount of the (A) component is 2.0-30 mass%, and the composition further contains (E) a polyvalent metal salt compound.SELECTED DRAWING: None
