To provide a heat insulating structure which is less likely to cause condensation on the outer wall, a building provided with the heat insulating structure, and a method of manufacturing the heat insulating structure.SOLUTION: The building H includes: an inner wall (inner plate 21, cylinder 30, eaves 40, insulation 51, ridge 54) that encloses a space and forms a room; an outer wall (outer plate 22, roof member 52) disposed outside the inner wall (inner plate 21, roof member 30, eaves 40, insulation 51, ridgepole 54); an air passage (first air circulation path 200 and a second air circulation path 210) that is formed between the inner wall (inner plate 21, cylinder 30, eaves 40, insulation 51, ridge 54) and the outer wall (outer plate 22, roof member 52), communicates in the space within the inner wall (inner plate 21, cylinder 30, eaves 40, insulation 51, ridge 54) and can pass through the air; a plate insulation panel 61 on the outer wall (outer plate 22 and a roof material 52); and a coating layer 64 applied to the insulation panel 61.SELECTED DRAWING: Figure 1
