To provide an injection outer pipe and a chemical feeding method capable of suppressing shrinkage of a packer.SOLUTION: An injection outer pipe includes a cylindrical body, a plurality of packers attached to an outer peripheral surface of the body, an injection port provided between the adjacent packers of the body so as to communicate an inside and an outside of the body, and a filling port provided in a portion attached with the packer of the body so as to communicate the inside and the outside of the body. The packer includes a first layer made of an impermeable material, and a second layer made of cloth and located on the outside of the first layer.SELECTED DRAWING: Figure 2
