To provide a lighting control film excellent in workability in application.SOLUTION: A lighting control film includes a first transparent conductive film, a lighting control layer and a second transparent conductive film in this order. The first transparent conductive film includes a first transparent base material and a first transparent conductive layer. The first transparent base material is arranged between the lighting control layer and the first transparent conductive layer.
