To provide a cylindrical body which does not need electric power from the outside and includes a lighting function.SOLUTION: A handrail body (a cylindrical body) 10 includes: an elongated substrate 11; a first light permeable cover 12; a second light permeable cover 13; a solar cell module 14 housed in the elongated substrate 11; a lighting 15 housed in the elongated substrate 11; a rechargeable battery 16 housed in the elongated substrate 11; and a control part 17 housed in the elongated substrate 11. A cross sectional shape of the handrail body 10 has a circular shape. Lid materials 18 are attached to both ends of the handrail body 10.SELECTED DRAWING: Figure 2
