To provide an embankment structure in which an embankment layer is formed on a non-liquefied layer on a liquefied layer and which can prevent an embankment from being washed away by sand boils.SOLUTION: An embankment structure includes functions of preventing the entry of and draining groundwater 105 due to sand boils from a liquefied layer 100 to an embankment layer 103 built on a non-liquefied layer 101 on the liquefied layer 100. The embankment structure is characterized by including an impermeable layer 1 that is provided on a layer boundary 102 of the non-liquefied layer 101 to be banked before building the embankment layer 103 on the non-liquefied layer 101 on the liquefied layer 100, and that prevents the groundwater 105 from passing through the embankment layer 103 due to sand boils from the liquefied layer 100; and draining means 2 that drains the groundwater 105 spouting together with sand boils and flowing down along a lower surface 12 of the impermeable layer 1.SELECTED DRAWING: Figure 1
