To provide a ventilation buffer sheet for a waterproof construction method, a method for manufacturing a ventilation buffer sheet for a waterproof construction method, and a waterproof construction method using a ventilation buffer sheet for a waterproof construction method capable of forming a waterproof layer that can shorten the construction period of the waterproof construction method and has a uniform thickness and good appearance.SOLUTION: The sheet has a resin layer 10 and a non-woven fabric layer 20. The resin layer 10 has a through hole 11 having a cross-sectional area perpendicular to the thickness direction of the resin layer 10 of 3 mmor more. The non-woven fabric layer 20 does not have a through hole that communicates with the through hole 11 of the resin layer 10, and has a water repellent agent 30 on the resin layer 10 side.SELECTED DRAWING: Figure 1
