To provide a sound absorbing panel having a higher sound absorbing coefficient for a frequency band of human voice.SOLUTION: The sound absorbing panel 100 includes a plate member 200, a sound absorbing member 300, and a sound absorbing enhancement member 400. The plate member 200 has a front surface 210 and a rear surface 220 in a front-rear direction. The plate member 200 has both ends 260 in an orthogonal direction orthogonal to the front-rear direction. The sound absorbing material 300 is attached to at least one of a front surface 210 and a rear surface 220 of the plate member 200. The sound absorbing enhancement member 400 is arranged on at least one of the front surface 210 and the rear surface 220 of the plate member 200.
