To efficiently control the temperature of water stored in a water storage tank.SOLUTION: In a water storage and utilization facility which comprises a water storage tank 10 embedded in the ground and a first heat transfer tube 20 penetrating an exterior wall of the water storage tank 10 and is designed to pump up and utilize water stored in the water storage tank 10, the first heat transfer tube 20 has a tank inner side heat radiation pipe part 24 that is sealed while having its exterior surface contact with the water in the water storage tank 10 on one end, and an underground side water flow member 25 that communicates with the underground on the other end extending outside the water storage tank.SELECTED DRAWING: Figure 1
