To solve the problem in which: the damage caused by the Tohoku tsunami that occurred last year was devastating, killing more than 20,000 people and ruining the cities; the construction of a huge embankment, which is being promoted as the main means of recovery, destroys the living environment of residents and promotes depopulation at the cost of protecting human life and social infrastructure; in addition, most of the estuaries are not protected by seawall protection measures; there is a need for a seawall that does not impair the landscape and has sufficient functions to prevent a large tsunami.SOLUTION: As a seawall to prevent tsunami, mobile and movable seawalls will be installed at the coast and estuaries. An elevated pedestrian bridge and a seawall housing estate will be constructed in the coastal area, and a bay and an entrance of the bay will be completely closed while leaving the route.SELECTED DRAWING: Figure 1-b
【課題】先年、発生した東北大津波による被害は甚大で、2万を越える人命を奪い、街々を廃墟と化した。主な復興手段として推し進められている巨大堤防の建設は、人命や社会インフラを守る代償として、住民の生活環境を破壊し、過疎化を助長している。又、河口には殆ど防潮堤手段が実施されず、無防備な状態にある。景観を損なわず、大津波を防ぐ十分な機能を備えた防潮堤が求められている。【解決手段】津波を阻止する防潮堤として、海岸や河口に移動式や可動式の防潮堤を備えると共に、沿岸地区に高架歩道橋や防潮堤団地を建設し、湾内や湾口を航路を残した状態で完全閉鎖する。【選択図】図1-b
