To provide a non-flammable sheet which can prevent powder fall of an inorganic material contained in a raw fabric layer, and can improve interlayer strength between the raw fabric layer and a printing layer.SOLUTION: A non-flammable sheet 10 includes a raw fabric layer 1, a surface anchor layer 2 formed on one surface of the raw fabric layer 1, and a rear face anchor layer 5 formed on a rear face of the raw fabric layer 1, in which the surface anchor layer 2 contains 15 mass% or more and 100 mass% or less urethane-based resin containing vinyl acetate or acrylic resin containing vinyl acetate with respect to the mass of the whole surface anchor layer 2, and the surface of the inorganic material is treated with at least one of an organic phosphorus-based surface treatment agent, an inorganic phosphorus-based surface treatment agent, a polycarboxylic acid-based surface treatment agent and a coupling agent-based surface treatment agent.SELECTED DRAWING: Figure 1
