To provide a ground maintenance tool and a ground maintenance method capable of easily and surely performing with a small number of personnel each maintenance process of plowing, agitating, and unevenness adjustment according to the condition of the ground.SOLUTION: A ground maintenance tool 1 towed by a vehicle 10 or the like, comprises: a frame 2; a weight 3 placed in the frame so as to enable weight adjustment; a plurality of claw parts 4 for plowing a ground; and an agitation space 8 for agitating while holding plowed ground soil inside the frame. The claw parts are disposed on a support part 5 pivotally supported by the frame body. When the support part is rotated, the claw parts are accommodated in the frame body or protrude outside the frame body.SELECTED DRAWING: Figure 1
