To provide a horizontal blind capable of improving deterioration in a shielding property in one out of a fully closed state or an inversely fully closed state, and to provide a ladder cord connection method.SOLUTION: A horizontal blind supports a plurality of slats 13 rotatably, and it includes a ladder cord having two vertical cords 15a, 15b arranged frontward and backward of the plurality of slats 13 and for supporting the plurality of slats 13. The two vertical cords 15a, 15b are provided in such a manner that, in an intermediate state where the plurality of slats 13 become an intermediate rotation angle in a rotation range of the plurality of slats 13, they are inclined in one of the rotation directions with respect to a horizontal state.SELECTED DRAWING: Figure 9
