To obtain a road surface having durability against repeated vehicle travel, stationary tire steering when parking, and vehicle travel with chains attached during snowfall, and having little hardening shrinkage and excellent weather resistance.SOLUTION: An aqueous hard urethane cement material for road surfaces contains at least a polyol resin, an isocyanate resin, and a hydraulic cement, and the ratio of the aliphatic isocyanate resin to the total isocyanate resin is 0.5 or more in terms of NCO equivalent ratio. A road surface construction method comprises: a water resistant layer forming step of forming a water resistant layer having water resistance on a road surface base; and a protective layer forming step of forming a hard protective layer using the aqueous hard urethane cement material for the road surface of the present invention. A road surface structure comprises the water resistant layer and the hard protective layer.SELECTED DRAWING: None
