To provide a baggage stand device with a security function capable of suppressing the theft of baggage placed on a baggage stand while reducing the monitoring burden imposed on a passenger, a crew, and the like and a railway vehicle equipped with the baggage stand device.SOLUTION: A baggage stand device mounted on a railway vehicle includes: a baggage stand unit having a baggage stand on which baggage is placed; an operation part unit attached to the baggage stand unit; and a baggage constraining device including a constraining tool for constraining the baggage placed on the baggage stand of the baggage stand unit and a port for attaching/detaching the constraining tool.
