To provide a photovoltaic power generation panel, a pavement structure and a wall surface structure, which make it possible to ensure good power generation performance and traveling performance even under actual use environment.SOLUTION: A photovoltaic power generation panel (10) includes: a photovoltaic power generation module (13) that converts irradiated light to electric power; a translucent support member (15) that transmits light in which the photovoltaic power generation module (13) is attached to one surface of the translucent support member; and a surface protection layer (16) that transmits light and is formed on another surface of the translucent support member (15). Fine particles (16b) to disperse light is protruded on at least a surface of the surface protection layer (16). The surface protection layer includes a heat-insulating layer on an opposite side of the translucent support member (15) of the photovoltaic power module (13).SELECTED DRAWING: Figure 1
