To provide a fluid control circuit, a hydraulic control circuit, and a construction machine that can restrain deterioration of pressure compensation characteristics of actuators.SOLUTION: A hydraulic control circuit 1 according to an embodiment comprises a first circuit 2, a second circuit 3, and a merging circuit 4. In the first circuit 2, hydraulic oil of a first hydraulic pump P1 is sent to first actuators 111 by first operation switching valves 10 and 11. In the second circuit 3, hydraulic oil of a second hydraulic pump P2 is sent to second actuators 115 by second operation switching valves 20, 21, and 22. In the merging circuit 4, surplus oil of the second circuit 3 is merged with the hydraulic oil of the first hydraulic pump P1, and surplus oil of the first circuit 2 is merged with the hydraulic oil of the second hydraulic pump P2.SELECTED DRAWING: Figure 2
